India, MERCOSUR Sign Protocol To Enable Electronic Certificates Of Origin And Paperless Trade

India and the MERCOSUR bloc have signed an additional protocol to allow electronic Certificates of Origin under their preferential trade agreement.
The protocol amends Article 16 of Annex III, setting out the rules of origin under the India-MERCOSUR Preferential Trade Agreement (PTA), giving electronic Certificates of Origin the same legal validity as paper formats.
- It states that "Certificates of Origin issued in electronic format shall have the same legal validity and identical value as Certificates of Origin issued in paper format."The agreement was signed by Commerce Secretary Rajesh Agarwal for India.
- Uruguay’s Ambassador to India Alberto Guani and Paraguay’s Ambassador to India Fleming Raul Duarte Ramos signed on behalf of their respective countries.
- Uruguay currently holds the Pro Tempore Presidency of MERCOSUR, and its Foreign Minister Mario Lubetkin was present at the signing.
